Why I Built This Tool — And Why the Pre-loaded Rates Are Not Always Correct
I built this tax calculator for a real project — a US-based tax engine I was helping maintain that processed sales data for clients across multiple states. Every month we had to run excise tax calculations on hundreds of thousands of rows of transaction data, and every state had different rules.
The pre-loaded rates in this calculator are based on the rules I worked with during that project. But here is the honest reality: state tax rates change. Legislatures update them. New product categories get added. Rates that were correct in 2023 may be different today.
This is exactly why the Custom Tax Rules tab exists. If you know the current official rate for your state and product category — verified from your state's revenue department website — you can enter it yourself. You are not locked into the pre-loaded data. The calculator is just a calculation engine. You bring the verified numbers, it does the math correctly every time.
Think of the pre-loaded rules as a starting reference point. Use them to understand the formula type your state uses — whether it is cost price percentage, sale price percentage, per milliliter, per weight, or flat per unit. Then verify the actual current rate from official sources and use the custom tab if needed.
The 6 US Excise Tax Formula Types Explained
Across all 50 US states and DC, every excise tax calculation falls into one of six formula types. Understanding which formula your state uses is the most important step before doing any calculation.
% of Cost Price (Wholesale)
Most CommonThe state applies a percentage to your wholesale cost — what you paid the manufacturer or distributor, not what you sell it for. California uses 52.92%, Vermont 92%, Oregon 65%. This formula taxes at the supply chain level. If your cost per unit is $10 and the rate is 50%, your tax is $5.00 per unit.
% of Sale Price (Retail)
Retail TaxA percentage of what the end customer pays. Hawaii applies 70%, Washington DC 71%, North Dakota 28%. It scales with pricing automatically. A $50 product with a 10% sale price rate adds $5.00 tax per transaction.
Flat $ per Unit
Fixed AmountA fixed dollar amount per unit regardless of price. Texas charges $1.46/unit for certain consumer goods, Pennsylvania $0.66/unit. The math is simple: multiply the flat rate by quantity. 1,000 units at $1.46 = $1,460 total tax.
$ per Milliliter (Volume)
Liquid ProductsFor liquid products, tax is on volume. Connecticut $0.40/mL, Virginia $0.066/mL, Washington $0.27/mL. A 30mL unit in Connecticut = $12.00 tax per unit regardless of retail price. Volume is what matters, not the price.
$ per Ounce (Weight)
Weight BasedTax is per ounce of product weight — standard US measurement. Used for tobacco and similar goods. $1.50/oz on a 2oz product = $3.00 tax per unit. Heavier products pay proportionally more.
$ per Pack (Fixed per Package)
Per PackageApplied at the pack level, not individual units. Arizona uses $0.223/pack. The distinction matters when your products ship in multi-unit packs — the tax is on the whole pack. 500 packs × $0.223 = $111.50 total tax.
How to Use the Custom Tax Rules Tab
The Custom Tax Rules tab is the most powerful part of this calculator. It exists for exactly this situation: you have verified the current official rate from your state's revenue department and you need to calculate with that specific number, not a pre-loaded one that might be outdated.
Name your category anything
Type any product category name. It does not have to match the pre-loaded categories. You can call it "Vape Juice 3mg", "Smokeless Tobacco", "E-cigarette Devices", "Food Grade Liquids" — whatever matches how your business classifies the product.
Choose the correct formula type
Match the formula to what your state actually uses. If your state revenue department says the tax is "X% of the wholesale cost", choose % of Cost Price. If it says "$Y per milliliter", choose $ per mL. The formula determines which inputs you will need.
Enter your verified rate
Type the rate from the official state source. For percentage formulas, enter the number (e.g. 15.5 for 15.5%). For per-unit or per-mL formulas, enter the dollar amount (e.g. 0.40 for $0.40/mL).
Calculate and export
Enter quantity, prices, and any required volume or weight data. Hit Calculate. Export to CSV for your accounting records or to share with your tax professional.

📌 Multi-state e-commerce sellers
You sell consumer goods online and ship to customers in 15 different states. Each state has different excise tax rules. Instead of manually looking up rates and doing spreadsheet math, you select the state, pick the category, enter your numbers, and get the result. Frequently Asked Questions
The pre-loaded rate for my state looks wrong. What should I do?
Use the Custom Tax Rules tab. Pre-loaded rates were accurate when built but US state tax laws change regularly. Go to your state's official Department of Revenue website, find the current excise tax rate for your product category, and enter it in Custom Rules.
My state is not showing any pre-loaded rules. Does that mean there is no tax?
No. It means reliable pre-loaded data was not available when built. Use the Custom Tax Rules tab to enter the applicable formula and rate from your state's official revenue department.
Which formula should I choose if I am not sure?
Check your state's official excise tax documentation. 'Percentage of wholesale price' = use cost price formula. 'Percentage of retail price' = sale price formula. 'Per milliliter/fluid ounce' = per mL formula. 'Per unit/pack' = flat per unit or per pack. When in doubt, consult a US tax professional.
Can I use this for federal excise tax calculations?
This calculator covers state-level taxes only. Federal excise tax rates and formulas differ from state rates. For federal excise tax, check the relevant IRS publication for your specific product category (e.g., IRS Publication 510).
What does the CSV export include?
State, category, formula type, rate, sale price, cost price, volume (mL), weight (oz), quantity, tax per unit, total tax, subtotal, and grand total. Open in Excel or Google Sheets for your records or share with your CPA.
Is this accurate enough for actual tax filings?

Can I calculate tax for multiple states in one session?
Yes. In the Pre-loaded State Rules tab, select a different state after finishing your first calculation. Each state selection resets the category and result. In Custom Rules, you can add multiple categories with different formulas and calculate each separately.
Does my data get stored anywhere?
No. All calculations happen entirely in your browser using JavaScript. Nothing is sent to any server. Your product data, prices, and results are never stored or transmitted. When you close the tab, everything is gone.
